New: Levine Act Compliance
What is the Levine Act and do I qualify?
California Government Code § 84308, commonly referred to as the "Levine Act," prohibits an officer of a local government agency from participating in a proceeding involving a contract, license, permit, or other entitlement for use if the officer accepted, received, or solicited a campaign contribution exceeding $500 from a party or participant, including their agents, to the proceeding within the prior 12 months. It also requires that parties and participants in those proceedings, including their agents, affirmatively disclose their contributions on the record at the time of application or proposal, or within 30 days of making the campaign contribution if the contribution is made after submission of the application or proposal.
A “license, permit, or other entitlement for use” includes the approval of contracts exceeding $50,000 in value but excludes contracts that are required by law to be awarded to the lowest responsible bidder, such as public works contracts. A “party” is any person, company, or organization that files an application for, or is the subject of, a proceeding involving a contract license, permit, or other entitlement for use. The contributions of a party must be aggregated with those of its agents and business entities that are majority-owned by that individual. This means, for example, that if an individual’s company, organization, or other legal entity submitted a campaign contribution, individually or jointly exceeding $500, but the individual is the recipient of the potential benefit, the Levine Act requires a disclosure form to be submitted. A “participant” is a person who actively supports or opposes a particular decision in a proceeding involving a license, permit, or other entitlement for use and has a financial interest in the decision. Proceedings include the consideration of bids/proposals and the award of a contract pursuant to a Request for Proposals issued by the County.
If you qualify as a “party” or “participant” in a County proceeding subject to the Levine Act and you have made a campaign contribution exceeding $500 within the last 12 months to a member of the Board of Supervisors, or other elected County officer, you must disclose the campaign contribution as part of your submission of a proposal through the Supplier Portal. Contractors and suppliers should obtain legal counsel to determine whether campaign contributions made by the party seeking to contract with the County, or their agents, are subject to the Levine Act disclosure requirements.
Application to Provide Adult Mental Health Treatment Services (Ongoing)
The Sonoma County Department of Health Services, Behavioral Health Division (DHS) is accepting applications to provide treatment services to adult clients with severe and persistent mental illness. Qualified providers are integral to supporting DHS in maintaining access to a full network and continuum of medically necessary services for all eligible Medi-Cal beneficiaries in the County. Service needs are assessed as part of the department’s Mental Health Plan (MHP) agreement with the California Department of Health Care Services (DHCS).
All four (4) Application Packet Forms, including the application document itself, must be returned completed and signed.

The Sonoma County Department of Health Services (DHS), Behavioral Health Division is accepting applications to provide treatment services to clients with Substance Use Disorder. Qualified providers are integral to supporting DHS in maintaining access to a full network and continuum of medically necessary services for all eligible Medi-Cal beneficiaries in the County. Service needs are assessed as part of the department’s Drug Medi-Cal Organized Delivery System (DMC-ODS) agreement with the California Department of Health Care Services.

Application to Provide Youth Mental Health Treatment Services (Ongoing)
The Sonoma County Department of Health Services, Behavioral Health Division (DHS) is accepting applications to provide treatment services to youth clients with severe and persistent mental illness. Qualified providers are integral to supporting DHS in maintaining access to a full network and continuum of medically necessary services for all eligible Medi-Cal beneficiaries in the County. Service needs are assessed as part of the department’s Mental Health Plan (MHP) agreement with the California Department of Health Care Services (DHCS).
Applications for the 2027-2030 contract term (Fiscal Year start July 1, 2027; term end June 30, 2030) will be accepted any time after August 13, 2026. Applications will be accepted on a rolling basis but must be turned in by September 15, 2026 to ensure contract term will start on July 1, 2027. Applications received after September 15th are not guaranteed to start July 1, but would be considered for contract at the soonest possible date.

Contracting Overview
DHS’s contracting opportunities are accessible to everyone. By becoming a DHS contractor, your work can positively impact the lives of countless community members, including children, families, seniors, disabled adults, and many others.
Located within the DHS Administration Division, the Contracts & Board Item Development Unit works closely with County staff and Vendors to get services out the door and into the community where they belong. We are a small team striving to make a sometimes-complicated process as easy as we can, all while ensuring compliance with federal, state, and local requirements.
In order to contract with the County, all Contractors must comply with the local Living Wage Ordinance and the County Insurance Requirements. Contractors should also familiarize themselves with the requirements of the Levine Act.
All federally funded contracts are required to follow federal procurement rules -- Code of Federal Regulations: 2 CFR 200. For more information, please review the County’s General Information for Federally Funded Contracts page.
Competitive Procurement Overview
The goal of Competitive Procurement is to serve the best interests of the County by obtaining the maximum value for each dollar spent while at the same time complying with all County, State, and Federal laws.
As a government entity in the State of California, Sonoma County is required to use a competitive process to award contracts above a certain dollar amount. As such, we encourage all potential contractors to register in the Sonoma County Supplier Portal.
