Sonoma County, MidPen Housing and partners break ground on 75 affordable homes for families in Santa Rosa

SANTA ROSA, CA | April 25, 2025

Elected officials and public- and private-sector partners gathered in the Roseland neighborhood of Santa Rosa today to celebrate the groundbreaking of Casa Roseland, a development of MidPen Housing. 

Casa Roseland will consist of 75 new affordable homes, including a mix of one-, two-, and three-bedroom apartments. The apartments will serve families with incomes of up to 30 to 60 percent of Area Median Income, currently approximately $29,050 to $82,980, depending on household size. 

Casa Roseland is part of Tierra de Rosas, a community-led effort to strengthen the Roseland neighborhood’s economic resiliency, expand housing choice, and improve community wellbeing. MidPen was selected by the Sonoma County Community Development Commission to be the master developer for the Tierra de Rosas project, a proposed mixed-use development with affordable housing, market-rate housing, a civic-use building, and a 10,000 square foot mercado. 

Planned amenities at Casa Roseland include a community room, learning center, teen room, bike storage, and laundry facilities, as well as approximately 1,600 square feet of outdoor space including a landscaped BBQ area and children’s play area. Casa Roseland started construction in January 2025 and is anticipated to be complete in summer 2026. It is MidPen’s sixth affordable community in operation or under construction in Sonoma County. 

“Today marks an important moment in our efforts to address our region’s affordable housing crisis and ensure Sonoma County remains a place where everyone has the opportunity to thrive,” said District 3 Supervisor Chris Coursey, who represents the Roseland area. “Casa Roseland will provide 75 families with a stable and affordable place to live while advancing the ongoing transformation of Roseland, which has become one of the county’s most vibrant communities. This investment will pay dividends many times over.”

“The Affordable Housing and Sustainable Communities (AHSC) program has invested $25.8 million into Casa Roseland. Fiscally addressing the housing crisis in California is what will build communities to thrive in the long term,” said Erin Curtis of the California Strategic Growth Council. “Projects like Casa Roseland, both address the critical need for affordable housing that will connect residents to public transit, getting people to jobs, stores, and other amenities, while reducing vehicle emissions.” 

Financing for Casa Roseland is being provided through public and private sources including the Sonoma County Community Development Commission, AHSC administered by the California Strategic Growth Council and implemented by the California Department of Housing and Community Development, Senator McGuire and the State of California, US Bank, RED Housing Fund, the California Tax Credit Allocation Committee, the California Debt Limit Allocation Committee, and the California Municipal Finance Authority. AHSC is part of California Climate Investments, a statewide program that puts billions of Cap-and-Trade dollars to work reducing greenhouse gas emissions, strengthening the economy, and improving public health and the environment. The architect is Van Meter Williams Pollack LLP and the general contractor is Devcon Construction, Inc.
