The Sonoma County Public Infrastructure Department leads the way to a safe and sustainable community by planning, building, managing, and maintaining Sonoma County's investment in quality services and infrastructure. Join our Team of nearly 300 staff who work across eight divisions supporting the County’s critical transportation infrastructure, procurement and maintenance of equipment, vehicles, and real estate, airport management, public transit services, various capital projects, oversight of four water systems, and maintenance of several waste disposal sites.

Johannes J. Hoevertsz

Director, Public Infrastructure

Johannes leads essential public services in Sonoma County, including roads, transit, waste, airport operations, and facility management. With over 25 years in public works, he joined SPI in 2015 after leadership roles in Madera and Fresno counties. He is a licensed Civil Engineer and graduate of CSU Fresno.

Monique Chapman

Deputy Director, Administration

Monique heads SPI’s administrative services, including HR, IT, grants, purchasing, and customer service. A County employee since 1997, she joined SPI in 2017 and has guided the department through multiple emergencies while driving operational improvements and administrative consolidation.

Michelle Ling

Deputy Director, Facilities Development & Management

Michelle oversees capital projects, facilities operations, and real estate. She joined the County in 2019, bringing 20+ years of global experience in strategy, crisis response, and communications. A UC Berkeley graduate with a master's degree in journalism, Michelle has led major initiatives such as the acquisition of Brickway buildings and the new County Government Center.

Trish Pisenti

Deputy Director, Transportation, Operations & Fleet

Trish directs transportation, fleet, waste management, disaster recovery, transit, water systems, and lighting districts. She joined the County in 2007 and became Deputy Director in 2018. Trish has 30+ years in the solid waste industry and holds a Business/Accounting degree from Sonoma State.

Vanessa Garrett

Deputy Director, Engineering and Maintenance

Vanessa is a licensed civil engineer with 15 years of experience in the engineering and construction industry, including the past 10 years in public works roles. She holds an undergraduate degree in civil engineering and a master’s degree in public administration. Her focus with Sonoma Public Infrastructure is delivering road infrastructure projects and advancing operations and maintenance of the County’s road system.
