​3. Consent Agenda
These items are expected to be routine and non-controversial. The Lower Russian River MAC will act upon them at one time without discussion. Any Representatives, staff member or interested party may request that an item be removed from the consent agenda for discussion.

Comments are restricted to matters within the MAC's jurisdiction. Please be brief and limit spoken comments to one minute. Due to Brown Act regulations, this is not a time for discussion of any item, however a brief dialogue about considering an item for a future agenda is permitted during this time.

Comments are restricted to matters within the Lower Russian River MAC’s jurisdiction. Please be brief and limit spoken comments to two minutes. While Councilmembers may not respond to or discuss comments except to express interest in agendizing the topic for a future meeting, staff can briefly address or follow up after the meeting.

​7. Summer Season Public Safety & Operations Panel Discussion
Discussion

Panel discussion on summer public safety, traffic management, visitor impacts, and community concerns, featuring Sarah Campbell with Sonoma County Regional Parks, Kelly Bass Seibel with Sonoma County Tourism, Kenneth Enger with the California Highway Patrol, Jeff Weiss with Caltrans, and Cyndi Foreman with Sonoma County Fire. Provides an opportunity for MAC members and the public to hear directly from key agencies and learn about planned summer operations.

​8. Consider approval of the use of teleconferencing for the Lower Russian River MAC meetings continuing until such time as terminated by either the Lower Russian River MAC or Board of Supervisors; or until the statute that authorizes the remote option for eligible subsidiary bodies sunsets on January 1, 2030.

Possible Action


Additional requirements that must be met include:


• Maintain designated physical meeting location that is staffed, where members not participating remotely are present, and where the public may attend, observe, and participate. There should be at least one staff member present at this physical meeting location during the meeting.
• Provide real-time, two-way public participation, enabling the public to both observe and comment remotely via either:
o a two-way audiovisual platform, or
o a two-way telephonic option paired with a live webcast.
• Immediately pause and refrain from taking further action on agenda items if there is any disruption to the required two-way public access, until such access is fully restored.
• Ensure remote members appear on camera for the duration of the meeting, unless:
o a physical or mental condition prevents video participation, or
o it is technologically infeasible (e.g., unstable internet connection).
• In cases of technological infeasibility, the member must publicly announce the reason before disabling video.
• Require remote members to disclose whether any individuals age 18 or older are present in the room with them, and state the general nature of their relationship.
• Conduct all votes by roll call, and ensure meeting minutes clearly reflect which members participated remotely.
• Demonstrate and maintain sufficient technological capacity to support the required remote participation options.
• Maintain adequate staffing resources to support both the physical meeting location and the technological components of the meeting.

​9. Adjournment
The June 11 River MAC meeting has been canceled in order to provide time for members to attend the May 27 West County Enhanced Infrastructure Financing District (EIFD) Public Financing Authority (PFA) meeting. Open Meetings: Except as expressly authorized under the Ralph M. Brown Act (the State’s local agency open meeting law), all meetings of the River Municipal Advisory Council are open to attendance by interested members of the public.

Agenda Comments: The Chair will invite public comment for agenda items as they are taken up by the Committee. If you wish to speak, you may do so upon receiving recognition by the Chair. Please state your name and limit your comments to the agenda item under discussion. Speakers are limited to three minutes each; available time for comments is determined by the Committee Chair based on agenda scheduling demand and total number of speakers.

Public Comments on Items not on the Agenda: At any Regular Meeting, any member of the public may address the Committee on a matter not listed on the agenda as long as the subject matter is within the jurisdiction of the Committee. If you wish to speak, you may do so upon recognition by the Committee Chair. While members of the public are welcome to address the Committee, under the Brown Act open meeting laws, Committee members may not deliberate or take action on items not on the agenda. Speakers are limited to two minutes each; available time for comments is determined by the Committee Chair based on agenda scheduling demands and total number of speakers.

Documents related to open session agendas: Any writings or documents provided to a majority of the Lower Russian River Municipal Advisory Council regarding any item on this agenda after the posting of this agenda and not otherwise exempt from disclosure will be made available for public review at 575 Administration Drive, Room 100-A, Santa Rosa, CA, during normal business hours.
