CWS-CARES Transition

CWS-CARES: The State of California is updating the Child Welfare database!

Since 1997, every California county has been using the Child Welfare Services / Case Management System (CWS/CMS). On October 26, 2026, all 58 counties will be transitioning to a new system: Child Welfare Services – California Automated Response & Engagement System (CWS-CARES).

While this is a long-wanted change, it like all changes, will have its challenges. Almost all Sonoma County Family, Youth, and Children Services staff will be receiving training on this new system. Training is slated to begin in July 2026, continuing through October 26th. Staff will have up to 60 hours of training to complete, depending on the type of work they do. The training will be spread out as much as possible so there can be a balance of regular work and training on the new system and processes.

What this means for Sonoma County’s birth parents, relatives & kin, resource parents, Tribal partners, and community partners:

  • While FYC staff are in training, there may be a delay in their ability to answer/return emails or phone calls.
    • For urgent or emergency situations, we will still have Intake staff, as well as a Worker, Supervisor, and Manager of the Day who will be available as needed.
    • Call the front desk (707) 565-4300 and ask for the Worker of the Day.
  • FYC staff may ask more questions moving forward. With the new system, the State has added some additional mandatory fields for data and statistics.
    • Sonoma County’s Family, Youth, & Children’s Services is a Title IV-E involved agency and is required to ask certain information and enter the responses.

    • This new system will replace the current Binti operating system to allow Resource (Foster) Parents to apply and update their information directly in the system, making the process more streamlined and simple.
    • There will be access for our FFPSA (Family First Prevention Services Act) Community Partners to enter information directly into the system.
      • Those Partners will receive more information and training when it is available.

Feedback for the new system will be gathered and incorporated in future system updates. The first update is planned (Version 2 or V2), for early 2028. This will allow time for the system to be used, feedback to be given, arranged, and implemented.

Desde 1997, todos los condados de California han utilizado el Sistema para la Administración de Casos y Servicios de Bienestar Infantil (CWS/CMS, por sus siglas en inglés). El 26 de octubre de 2026, los 58 condados harán la transición a un nuevo sistema: Child Welfare Services – California Automated Response & Engagement System (CWS-CARES, por sus siglas en inglés).

Este es un cambio largamente esperado, y como todo cambio, conllevará sus desafíos. Casi todo el personal del departamento de los Servicios para Familias, Jóvenes y Niños del Condado de Sonoma (FYC, por sus siglas en inglés) recibirá entrenamiento sobre este nuevo sistema. Está previsto que el entrenamiento comience en julio de 2026 y continúe hasta el 26 de octubre. El personal deberá completar hasta 60 horas de entrenamiento, dependiendo del tipo de trabajo que realice. El entrenamiento se impartirá de manera espaciada para lograr un equilibrio entre el trabajo habitual y el aprendizaje del nuevo sistema y los nuevos procesos.

Lo que esto significa para los padres biológicos, familiares y parientes, padres de recurso, socios tribales y socios comunitarios del condado de Sonoma:

  • Mientras el personal de FYC recibe capacitación, es posible que haya demoras para responder a correos electrónicos o devolver llamadas telefónicas.
    • Para situaciones urgentes o de emergencia, contaremos con personal de admisión, así como con un trabajador, un supervisor y un gerente disponibles según sea necesario.

Se compilarán comentarios sobre el nuevo sistema y se incorporarán en futuras actualizaciones de este. La primera actualización (Versión 2 o V2) está prevista para principios de 2028. Esto permitirá disponer de tiempo para utilizar el sistema, así como para compilar, organizar e implementar las observaciones recibidas.
