These items are expected to be routine and non-controversial. The Sonoma Coast MAC will act upon them at one time without discussion. Any Representatives, staff member or interested party may request that an item be removed from the consent agenda for discussion.

Comments are restricted to matters within the Council's jurisdiction. Please be brief. Due to Brown Act regulations, this is not a time for discussion of any item, however a brief dialogue about considering an item for a future agenda is permitted.

  1. Public Comments Discussion

Comments from the public regarding matters of general interest not on the agenda, but related to the Sonoma Coast MAC business. Pursuant to the Brown Act, the Sonoma Coast MAC cannot consider issues or take action on any requests during this comment period. Due to time constraints, comments will be limited at the discretion of the Chair.

  1. County Report from Supervisor Hopkins / Staff  Discussion
  2. Timber Cove Fire Protection District Presentation Discussion

Chief Jason Warner and Public Information Officer Bethany McClave will provide an update from the Timber Cove Fire Protection District, including an overview of Measure H projects.

  1. Overview of the Open Doors Mobile Services Program  Discussion

Lynn Peralta, Sonoma County Human Services Department, will provide an overview of Sonoma County’s Open Doors Mobile Services program, a new initiative designed to bring essential County services directly into communities through mobile offices. The presentation will highlight the program’s purpose, the types of services offered, early launch locations, and how the mobile vans support residents who face barriers accessing traditional County offices. Ms. Peralta will also share information on scheduling, site selection, and opportunities for local groups to partner with or host a mobile service event.

  1. Consider approval of the use of teleconferencing for the Sonoma County Coast MAC meetings continuing until such time as terminated by either the Sonoma County Coast MAC or Board of Supervisors; or until the statute that authorizes the remote option for eligible subsidiary bodies sunsets on January 1, 2030. Discussion Possible Action

Additional requirements that must be met include:

Maintain designated physical meeting location that is staffed, where members not participating remotely are present, and where the public may attend, observe, and participate. There should be at least one staff member present at this physical meeting location during the meeting.

Provide real-time, two-way public participation, enabling the public to both observe and comment remotely via either:

a two-way audiovisual platform, or a two-way telephonic option paired with a live webcast.

Immediately pause and refrain from taking further action on agenda items if there is any disruption to the required two-way public access, until such access is fully restored.

Ensure remote members appear on camera for the duration of the meeting, unless:

a physical or mental condition prevents video participation, or it is technologically infeasible (e.g., unstable internet connection).

In cases of technological infeasibility, the member must publicly announce the reason before disabling video.

Require remote members to disclose whether any individuals age 18 or older are present in the room with them, and state the general nature of their relationship.

Conduct all votes by roll call, and ensure meeting minutes clearly reflect which members participated remotely.

Demonstrate and maintain sufficient technological capacity to support the required remote participation options.

Maintain adequate staffing resources to support both the physical meeting location and the technological components of the meeting.

  1. Community Engagement & Outreach Discussion - Discussion

The Council will discuss prospective outreach activities and identify needed collateral materials to support connection with Coast communities. This discussion will draw on elements of the draft Community Engagement & Outreach Plan, including strategies for publicizing meetings, strengthening communication channels, engaging underserved residents, and collaborating with local organizations.

  1. Informational item: Summary of March 28 Impromptu District 5 Community Meeting on Cell Coverage and Emergency Communications on the Sonoma Coast

Due to the lack of a quorum, the March 28 Coast MAC meeting was unable to take place. Since many community members had gathered and we had a variety of professionals present prepared to discuss the topic we proceeded with an impromptu community meeting facilitated by Supervisor Hopkins. Open Meetings: Except as expressly authorized under the Ralph M. Brown Act (the State’s local agency open meeting law), all meetings of the Coast Municipal Advisory Council are open to attendance by interested members of the public.

Agenda Comments: The Chair will invite public comment for agenda items as they are taken up by the Committee. If you wish to speak, you may do so upon receiving recognition by the Chair. Please state your name and limit your comments to the agenda item under discussion. Speakers are limited to two minutes each; available time for comments is determined by the Committee Chair based on agenda scheduling demand and total number of speakers.

Public Comment for Items Not on the Agenda: Any member of the public may address the Committee on a matter not listed on the agenda as long as the subject matter is within the jurisdiction of the Committee . If you wish to speak, you may do so upon recognition by the Committee Chair. While members of the public are welcome to address the Committee, under the Brown Act open meeting laws, Committee members may not deliberate or take action on items not on the agenda. Speakers are limited to two minutes each; available time for comments is determined by the Committee Chair based on agenda scheduling demands and total number of speakers.
